*A new resident to Grimes or a resident moving from one location to another must fill out a Utility Sign Up Form to request service at an address on a specific date. Residential renters are asked to come into City Hall with a valid driver's license and a $100 security deposit.

Setting up Automatic Payments

If you would like to have your water bill automatically deducted from your checking account each month, please fill out the Sure-Pay Authorization Form and return it to City Hall along with a VOIDED blank check.
Utility accounts are delinquent if payment is not received by the 20th of each month. A 1.5% penalty is added to each delinquent bill. Reminder notices will be mailed to all delinquent accounts within 7 working days after the bill becomes delinquent. Disconnect notices will be sent six days after the date that the reminder notice is sent. Such notices will be sent by regular mail and shall inform the customer of the nature of the delinquency and afford the customer the opportunity for a hearing prior to the discontinuance. The total bill, plus a $5.00 service charge for the expenses connected with the disconnect notice must be paid within five working days of the date of the disconnect notice or service will be terminated per order of the superintendent. If a resident receives two disconnect notices within one year, a one time additional deposit of $100 is required. Once the disconnect order is issued, there is a $25.00 fee added to the balance due. If service has to be restored between 3 p.m. and 5 p.m. an additional $25.00 is required. For the safety of our residents and employees, no reconnections will be done after 5 p.m. Payments made after 4:30 p.m. will be restored the next working day.
From the Grimes Code of Ordinances CH 92:
92.07 LIEN EXEMPTION. The lien for nonpayment shall not apply to residential rental properties where water service is separately metered and the charges thereof are paid directly by the tenant, providing the landlord has given written notice to the Clerk that the tenant is liable for the charges and a deposit not exceeding the usual cost of ninety (90) days of water service is paid to the City. The landlord’s written notice shall contain the name of the tenant responsible for charges, the address of occupancy and the date of occupancy. A change in tenant shall require a new written notice and deposit. When the tenant moves from the rental property, the Clerk shall refund the deposit if the water service charges are paid in full and the lien exemption shall be lifted from the rental property.

Stormwater Utility Fee
In order to comply with NPDES (National Pollution Discharge Elimination System) MS4 (Municipal Separate Storm Sewer System) permit requirements, the City must develop water quality regulations, storm water quality monitoring with outfall inspection and sampling, storm water programs, ordinances, master planning, watershed management, education, and public outreach.

ERL (Equivalent Residential Lot) is based on the total area for an average residential lot in the community. ERL shall be used as the basis for determining stormwater management fees. One ERL is equal to 10,000 square feet.
The number of Equivalent Residential Lots (ERL) on non-residential properties shall be calculated by reference to the Polk and Dallas County records. Stormwater fee billing will begin upon water meter installation (if applicable). The maximum number of ERL's is capped at 40.
