New Accounts

A new resident to Grimes or a resident moving from one location to another must fill out a utility sign-up sheet to request service at an address on a specific date. Residential renters are asked to come into City Hall with a valid driver's license and a $100 security deposit.

Information requested is name on the account, phone numbers, Social Security/ tax ID number, mailing address (if different from property location), email address and date you would like services to begin.

Paperless billing (e-mail) is an option and may be requested at any time. Click here to sign up for e-billing. Be sure to include the e-mail address you would like to use and service address. Unless otherwise specified, we will discontinue your paper bill upon signing up for electronic billing.

Payment Options

Payment options available are: Credit Cards, Debit Cards, Automatic withdraw from checking account (ACH), check or money order mailed to 101 NE Harvey ST, Grimes Iowa 50111, or cash, check and money orders, and credit cards are accepted from 8 am to 5 pm Monday through Friday at City Hall.

Pay By Phone: To pay by phone with a credit card, call (877) 690-3729 and enter jurisdiction code 2512. 

The City also provides a drop box located in front of City Hall for after hours or weekends.

Automatic Payment: If you would like to have your water bill automatically deducted from your checking account each month, please fill out  this Sure-Pay Authorization Form and return it to City Hall along with a VOIDED blank check.

Delinquent Accounts

Utility accounts are delinquent if payment is not received by the 20th of each month. A 1.5% penalty is added to each delinquent bill. Reminder notices will be mailed to all delinquent accounts within 7 working days after the bill becomes delinquent. Disconnect notices will be sent six days after the date that the reminder notice is sent. Such notices will be sent by regular mail and shall inform the customer of the nature of the delinquency and afford the customer the opportunity for a hearing prior to the discontinuance. The total bill, plus a $5.00 service charge for the expenses connected with the disconnect notice must be paid within five working days of the date of the disconnect notice or service will be terminated per order of the superintendent. If a resident receives two disconnect notices within one year, a one time additional deposit of $100 is required.  Once the disconnect order is issued, there is a $25.00 fee added to the balance due. If service has to be restored after 3pm or on a weekend an additional $25.00 is required.

Stormwater Utility Fee

In order to comply with NPDES (National Pollution Discharge Elimination System) MS4 (Municipal Separate Storm Sewer System) permit requirements, the City must develop water quality regulations, stormwater quality monitoring with outfall inspection and sampling, stormwater programs, ordinances, master planning, watershed management, education, and public outreach.

Non Residential Properties  1-40 ERL's - $6.38 per ERL 

ERL (Equivalent Residential Lot) is based on the total area for an average residential lot in the community. ERL shall be used as the basis for determining stormwater management fees. One ERL is equal to 10,000 square feet. 

The number of Equivalent Residential Lots (ERL) on non-residential properties shall be calculated by reference to the Polk and Dallas County records. Stormwater fee billing will begin upon water meter installation (if applicable). The maximum number of ERL's is capped at 40.
